Nope, purely gameplay, nowadays I either get incredibly talkative or incredibly silent players so generally it just goes to whoever I see is playing in top form.
I generally comm healers as a default, so long as they're not mean or impatient. Other comm occasions have included someone saying hi & thanking the group for the run; judicious use of the Manderville; mechanics being being explained in a kindly manner; conversation during the Praetorium and there's some genuine wit employed - people who are really quite amusing or have something worthwhile to say will get a comm!; and then sometimes it's just whoever's left in the instance (although a gameplay reason would come in here as a caveat: if I thought they were problematic in any way to success then I will simply leave).
Also will cop to comms for cute catbois and then Xaela boys who are edgelording themselves out of existence. I am amused.
I managed to narrate an entire run of Praetorium the other night as though it were an episode of 'Eorzean Geographic' narrated by David Attenborough. ("Here we witness a specimen of the Garlean noble in its nest. Garlean nobles constantly attempt to expand their territory, and are often considered an invasive species. Notice that this *particular* Garlean noble's plumage is still dark in hue, signifying a lack of agitation on his part despite the intrusion of a group of the native Eorzean adventurers into the territory he and his flock have claimed—and indeed, into the very heart of their nest." and so on.)
Despite playing DPS instead of my usual healer, I came out of that with several comms, so I guess at least a few people were amused by it!
I typically comm people who are either:
A. Funny
B. Hot
C. Funny and hot
D. Helpful and patient to other party members

As a tank, I only give commendations to my healer unless they were REALLY bad, or one of the DPS somehow turned out to do something exceptionally noteworthy, which at this point in the stale content is, basically, never..
As a DPS I give commendations to the tank, see above.
Reasoning: If it is even the slightest encouragement to tanks and healers to get a commendation to keep playing these jobs to reduce queue times, its a better game for everyone, and DPS play is a reward in itself anyway.

I mostly give it to the best-dressed male character.
If someone's nice, I almost always give it to them.
Gameplaywise I mostly judge healers on DPS, tanks on mitigation, and DPS on support/mechanics, overridden by conspicuous tricks like a brilliant Rescue. But mostly it is non-gameplay reasons that get the comm.
