    Blm 35 quest giver?

    Hello, I have 3 characters with blm soul... Okay for my lvl 42 character long story short she's owed the freeze ability which can only be earned from lvl 35 job quest reward. The problem is im less than 40 quest away from HVW. Whats the reason I see no quest giver, not even the red "you can't accept this quest" icon from the girl at Uldah. I've finished monk quest as far as lvl 50. Thx
