    How do I obtain this item?

    Im sure this is a dumb question, however searching google I've been unable to find any information on this... If someone could tell me how to get this or instruct me on where I can look for information like this I would be grateful.

    NPC in Grindadia ^^ Name is Louisoix...he is near the waterfall thingie! Oops also forgot to add you need 5 Tapers...which you can farm from Zaharak mobs
