Frequency: for 10 weeks consistently mostly while waiting for roulettes to pop as DPS.

NPC name: Kiuka
Monster name: Kiuka
Party or solo: both
In-game time: 7:03
Area and coordinates: Doman Enclave - x7.0 y5.9

Steps:
1. Complete 1000 Triple Triad wins ~ 1700 total games against Kiuka
2. Observe NPC Kiuka does not drop Hein’s card
3. Hein’s drop rate is less than 0%
4. Kiuka’s deck is illegal according to rules the player character is held to.
5. Post bug report for 0% drop rate of card and wasting my life.

Happens on PS4, Mac, and 3 different PCs
