This wouldn’t work because optimally you would always use it with the proc for the higher damage. See: Apex Arrow. It’s always used at full gauge in a single-target situation because it’s more damage. The only time you pop it early is basically if the boss is about to die.

Red mage I believe it’s verstone it’s totally greyed out only usable when it procs this I simply cannot support why stop ones damage output delete the skills that just isn’t needed just to cover for the greyed out ability that needs a proc to be used replace that removed ability with an ability more useful keep the proc but don’t base it completely on chance the proc could then instead serve for extra damage only however you can still use this ability without the proc this in my brain makes more sense plenty of ways to make use of a proc with chance but make the ability 100% usable without it that is all I ask for maybe SE needs to be more creative here or maybe this proc system is outdated who knows
Because that’s how the jobs are designed. If you dislike proc-based jobs, don’t play them. Some of us enjoy jobs like BRD and RDM as they are. All of the RNG jobs have ways of mitigating their RNG—RDM has Acceleration to guarantee procs; BRD has Empyreal Arrow to force proc their Repertoire skills; DNC has Flourish to force-proc all of their Flourished skills.
