In fact, getting a crown is quite simple now. I have heard stories about people who just "farm" recommendations. Will these people help others? Very little chance. I do not think that such a stir would be for watering can icon.You are right that is why the achievement is called "leaving a good impression". However since commendations are part of the mentorship requirement they are suppose to be more than just a glamour thing...
A mentor is a player with the knowledge and the will to share it with others so the get your job at max level is part of mastering your character (but summoner/scholar/jump potion made it irrelevant for a lot)
The 1000 dungeons is for mastering dungeons/raid/trials/guildhest mechanics (but most will just do ifrit for ever)
So the first two criteria are about the knowledge and now we are left with the will to help/guide others with said knowledge and that is perfect because we have one last requirement: Commendations!!!
My only real gripe about the mentor system is the limited amount of space in the Novice Network for them when most of the mentors in there don't even care about being helpful and just want the crown.
The recent increase to the requirements purged a lot of the dead weight, but it's going to gradually fill up again as time goes on.
Simply making Novice Network opt-in only as opposed to automatic would likely resolve the issue.
Just saw a charming "mentor" who didn 't give any advice, although the group is more than once are wipe, and at the end no roll items to wait until the other players had the patience and left the dungeon.
You can see an experienced person right away.

Someone can have an optimistic attitude, encouraging a group to keep going when things went wrong, and leave a positive impression without being a good candidate for a mentor.
Hopefully you're starting to see the point.
But you're partially correct when you say "commendations are something made up in your head". We do make up the reasons why we want to give someone a commendation because we're not given any criteria to use when assigning them outside of "left a positive impression". At no point are we told "assign the commendation to someone you feel is worth of being a mentor" and that's where the system breaks down.
Sorry can people blessed with the gift of ultimate knowledge teach us how to use commendations and what to expect from a mentor?
I don't want to misuse commendations and give them to a helpful and friendly player when I should give them to someone solely because he plays a certain race or has a nice glamour.
Same for mentors if I ever become one I'd like to know if I should be helpful, patient and try to teach others or if I'm just here to fill a spot in a party and being useless.
There was good new commendation system idea from Packet dancer if any of you read it. The idea was to give the commendation systen more thought and different kind of commendations not just general one. It's few pages back or so if you want to give it a read and make your own ideas of it.
I propose to introduce a separate achievement for mentors: "great glamour". And a separate type of recommendations for it.
