Leve Slots don't accumulate when inactive?

I just had a friend who re-subbed, and turns out his leve slots were at zero. I didn't know if this was because he was inactive, or if because of something else.

Didn't know if anyone else has run into this issue yet, or if it's just him.

In the patch notes where they went to the allotment system rather than a reset system, they said that you actually had to log in and visit the counter at least once to get the total going. So, yes! It's because he was inactive. (Apparently from waaaaaay back too. WB to him!)

I just started over since i got forced onto another server seperate from a friend, and no they did not accumilate on the old.

I wasn't planning to come back till 2.0 and then start over but sorta want to see the changes.
