12k on at a time is good numbers, now think of what that means for total population(not online population)In a good way? On the old servers distribution there was like a medium of 500~600 on each server. Since each new server is the merge of two old ones and there is a complete new one i don't think we are worst that before. IMO the population grow a little after patch 1.21. At least on Balmung i saw more activity on the olds lvl 1-20 camps on Ul'dah.
Before we have 18 servers, assuming on each 500~600 on characters that leave with a 9000~10800 char online at peck times. Now we have 10 server where 9 have a pop of 1200~1300 on peck time and one with 600~ (Ragnarok) so the total will be 11400~12300. This is thought with really small amount of samples and rounding up number, don't take it to seriously.

I like the numbers now...
For me, launch was TOO crowded... Not having repair NPCs load.. Adventurers guild doors not opening...
30 minutes to vendor 40 items from a days worth of adventuring....
we had to stay ahead of the leveling pack just to have stuff to grind on...
I like it now.. busy.. always someone on... but not so busy that it hurts
