Delayed actions/lag - game or internet?

connected directly to my router, the same lag seems to happen on all 3 computers I tried too - all of which are more than capable of running the game. And yes it happens everywhere, from dungeons and raids even in my private housing dummy or SSS. Even when clicking through my retainer etc, it feels like the internet but I've had the tech here sooooo many times and get over 800download, 300ish upload...
