Does anyone know when they will be allowing private land purchases? My best friend in game has been waiting for this. The auto-demolition was turned back on months ago. Ul-Dah has several plots. It should be open for private buyers.

You can buy open plots in the classic wards now, however, the expanded wards that were added in 5.1 are still relocate/FC only.
Many plots in the classic wards opened up, due to relocating/FC moves, shortly after the patch went live.

My friend still cannot buy land in classic wards. I watched as he tried to move into a plot in Mist. After he was unable to (while getting the message that no private lots can be sold), I relocated my plot to that very spot. This was last week

They have hidden timers. You have to wait until the timer expires to buy new land. Relocations are not effected.

And thus cost him his own chance to buy it once the new purchase cooldown timer ended.

Since you apparently aren't aware, there is a new purchase cooldown timer that goes into effect when a plot is relinqushed through whatever method. The timer lasts for a random period (I think it's something like 4-24 hours) before new house purchases are allowed at the plot. There is nothing at the placard to indicate exactly when the timer will end so someone wanting to buy will want to check back frequently to see if it's ready for purchase.

While the timer is active, any player who already owns a house can relocate to the plot since relocating means the player's old plot becomes available elsewhere though with a new purchase timer active on it.

So yes, your friend can purchase in wards 1-18 if the house is available and the new purchase cooldown timer has ended. I know several players who have done that since the new wards opened, then relocated to a more desirable location in the new wards.
