Are addons allowed for the playing of bard music?

Officially, no add-ons are allowed. That said, it would be nigh impossible to actually perform any sort of reasonably adept sounding song using the performance system without some form of external macro program or hardware. As long as you aren't overtly advertising that you're using a 3rd party tool to play a song and you aren't verging into copyright territory you'll be fine. SE generally just looks the other way unless it's blatant.

This video interview covers it, but it's pretty much as Mhaeric said. Officially, no third party programs/addons are allowed. Unofficially, they don't care if you're using such things as long as you're not talking about it in game, and as long as it's not, for example, botting (automating gameplay).
