IP addresses are not exclusive identifiers, can be a publicly facing connection point for multiple users, typically are not static for most home connections, and are easily spoofed. While requiring additional steps for login when an IP address changes has some value, banning entire accounts due to being associated with a specific IP address is ignorant.
