While what you claim is true, the reward for the MSQ Roulette would still be lowered, we are not talking about running other dungeons in the saved time, looking exclusively at MSQ Roulette here. Since the reward is low, people don't have an incentive to do this roulette (when they could just do a dungeon that gives more EXP). That would mean less people queue for it, queue times go up again and the point of MSQ Roulette is completely missed. As others here have already pointed out.

If people don't sign up, you eliminate MSQ trial and put those same dungeons into the others rouls. 3. It would not be that difficult to determine who is the new person. If they are the only sprout? If they are level 50 with 50 gear that isn't glamoured?
While I would like to skip the cutscenes, I understand why they are there. Once they are skippable the bonuses go away and there is no point to run MSQ.
I, personally, only do MSQ when I need the poetics, so it isn't that big of a deal for me. Although, I will start up again once I get MCH up to 50, because of the bonus I get for NOT SKIPPING CUTSCENES.
Basically, if you don't like the cutscenes, you can skip them by NOT doing MSQ.
