Ultimate fights.... I have a split mind set on. I didn't play them and had no desire to do so despite doing savage raids. Though there's the argument that why eliminate content for all players to create content for very few players that I do think is worth exploring (I have no solid opinion on this)In SB, you 'lost' three dungeons. (4.1, 4.3 and 4.5 only having one dungeon as opposed to the 2 per patch in HW.)
You 'gained' the Arsenal, two Ultimate fights, and four zones for Eureka. With quests, several Notorius Monster fights per zones, and the logos system in the later two zones.
If you don't think it's worth it fair enough, but Eureka had a lot of casually available content. It's just debatable if that was good content.
Eureka, definitely not worth it. It was boring, grinding content. It seems the only people clamoring for more content to just fight open world enemies were people who came from old MMOs where that's all you do.
Either way, I felt last expansion that with fewer dungeons, I got burned out on the game faster. I was still doing the old thing of running roulettes to get tomestones, and when it was a lot of the same over and over rather than having even more than one dungeon helped keep the burn out from happening as fast.
Because dungeon is not content for all players. For every content, there is a player that would feel it's not for them. That's why they have different contents to try to appeal to different players.
Introducing "content" that even 80% of players don't try is a very smart decision. Who would doubt that.

I don't mind that they spend time developing something like ultimates for a niche crowd. I have no intention of even unlocking them but I imagine a comparable number of people feel the same about ocean fishing, which is what I'm most excited for.
What's important is that there's variety. We're still getting a dungeon.
It doesn't matter to them. They feel they are not getting their money's worth from losing dungeons. They feel that the development being spent elsewhere and that development isn't worth it to them. They would rather have that development time spent on dungeons over other content... regardless if that other content keeps people playing and paying longer.
I know for me, if Eureka didn't exist during Stormblood (or no Diadem equivalent existed), and we instead had extra dungeons, I would have just quit the game until ShB came out. Eureka kept me subscribed. Extra dungeons have not and will not keep me subscribed. I am sure others have the same mentality as me... even if that extra content wasn't Eureka (could've been Ultimate, PVP, whatever).
Also... why do we need more dungeons beyond what SE told they are going to give us? Whenever I use DR for my daily reward, I get the same set of dungeons:
50/60/70: KeEpEr Of ThE lAke and The Ghimlyt Dark (2/38 dungeons or 5.2%)
Leveling: Toto-Rak, Doma Castle, Castrum Abania, and Dohn Mheg (4/30 or 13.3%, or 4/27 or 14.8% if you remove the trials)
