The Queue is just frustrating and tilting

Almost sounds like bots had all instant servers filled or there is ddos attack causing it. I know 2 days ago during the afternoon I queued for heaven on high and was in queue for over an hour before I canceled it. longest ever had as dps for that dungeon was 45 minutes. something up with queue that long.

This has typically resulted in the queue filling, but getting stuck on a "reserving server" message or something.

For OP, not that it'll make a huge difference for the run, but, ffs, update your rings at the very least.

Also, yeah, this often turns out to be a language settings issue. You can probably even get a small jump if you join in progress, too, since there are some players that bail immediately on that run.
