I doubt it'll happen (definitely not anytime soon), but I would love to live in that city. If not a housing ward, just apartments there would be nice. Don't see much reason you couldn't have an apartment without a full ward, barring some limitation in how it has to be coded in maybe.
There is already lore in the game that outright states that accomodation in the Crystarium is at a premium (a Lakeland sidequest mentions about a npc that was hoping to move there and it was only because a vacancy opened up that she was able to do so, they would have had to turn her away otherwise), so actual FC-style housing is just not possible. We do have a fancy inn room there though so I think that will be the limit of 'housing' available there.
More likely you'll see Crystarium style brick and steel wallpaper and internal housing fittings to compliment the Crystarium furnishing already available, but as actual housing, I sadly don't think it will happen (Ishgardian housing is still yet to be added and that's been requested for years).
Does lore really matter when the devs decided to completely overwrite the lore for Astrologian? There is already lore in the game that outright states that accomodation in the Crystarium is at a premium (a Lakeland sidequest mentions about a npc that was hoping to move there and it was only because a vacancy opened up that she was able to do so, they would have had to turn her away otherwise), so actual FC-style housing is just not possible. Our suite at the Pendants technically is personal housing according to the story. We don't get to decorate it, but it is ours long-term and not just renting a room at the inn.
If you mean the cards, that "complete overwrite" resulted in a minor change to how two of the cards are described, leaving the other four untouched, and the removal of Leveva's instructions on when to use each one during the initial battle sequence. They're still having the same lore-effect of empowering the person in various ways, just all translating to the battle system as an increase to strength rather than other attributes.
Who's to say they can't try to expand a little or something? There is already lore in the game that outright states that accomodation in the Crystarium is at a premium (a Lakeland sidequest mentions about a npc that was hoping to move there and it was only because a vacancy opened up that she was able to do so, they would have had to turn her away otherwise), so actual FC-style housing is just not possible. Maybe by the time this expansion is done, all is well and maybe they can restore.
I'd take apartments too if the real housing is too much trouble.
To be honest, I barely care about the lore if it's gonna
keep pushing up for more fun stuff, but you never know.
NPC: I'm sorry there is just not enough room for you- please understand, we'll place you on the waiting list. WoL: *slides 200 million gil across the table*
NPC: We suddenly have all vacancies!
As for my usual dead horse drum, uhm.. instanced housing hurray! lol. In so much that the quantity of available houses, of the type and location desired, is always able to meet player demand, such like wildstar, eso, and loads of other mmos (it's certainly not something I'd say is easy, given the circumstances far from that, but at least it's also not unheard of black magickery lol). Without slapping many spoilers I still think that last zone in ShB opened up a great opportunity for instanced housing. That would have been a cool way to earn your own, manipulatable, space.

Ninety percent of the First is still covered by wastelands devoid of life. They don't really have the spare room to worry about housing for entitled adventurers right now.
Do you really think they have the resources and time to make land and specialized housing for the influx of adventurers not even from their own shard? We're on the First to help their home recover not build another Eulmore. On top of that, the Crystarium is not a fun-time adventure housing ward. It's a city of refugees. We're lucky to even have a room of our own considering how many people go there to seek shelter because they have no home of their own. Not to mention as someone above said, hundreds are turned away because there is no room in the Pennants.
There seems to be a pattern of people wanting a housing ward in places that canonically have literally better and more important things to do than establish a housing ward for foreign adventurers. You know like Ishgard and, though no one has asked for it but I'm sure someone somewhere has thought about it, Ala Mhigo.
Isn't the Eden raid story to it clearing up the damage done by the light to the land. Could see then towards end of the expansion the world being restored to mostly how it was. So could see inn housing maybe for the source towards the end. If think about it there is only one warrior of light so to npc's would only see the need for one housing plot or apartment room for warrior of light.
