Even leaving the lore aside, we're only getting to see Ishgard housing in 6.0 and it's been...how many years since HW came out? I expect if we ever get to see housing on the prime at all, it won't be for several years from now.

I'd love that, but doubt it will happen for many reasons, lore and such.
That being said, I hope we'll get more furnitures and perhaps a housing exterior skin. Some garden furnitures would be nice, like those big purple-ish trees. I'd love to have them in my garden!
Let's not make things up, now.
We all know 99.8% of people are still hanging out in Limsa.
I just want an apartment. Literally, I don't want a house there. An apartment would be MORE THAN ENOUGH for me. SEPls?
After some thought, maybe the easiest thing for the Devs to do is to add "instanced" small, medium and large housing to the Crystarium. They would not have yards outside the house as they are the structures on those little spires around the tower. That way they could dramatically increase housing but not have to worry about the server loads or stresses. They would use the exact small, medium and large instanced interiors already in existence, so the coding would be minimal.
As I understand, the majority of the "Server Issues" stem from the yards where people place their belongings. Allowing instanced housing would get around that and they could offer the pricing for 50% off as there is no yards. People would certainly buy them without question. They could even implement this in the main cities as they already have areas that are already "off limits" because those are for "special" people. I don't know of a single city that would not jump at the opportunity to have the WoL residing their city's special area.
if they could do instanced housing they would have probably done that from the beginning. but they wanted to have the neighborhood feel so they're stuck with it, and at this point i don't think they can change it on a whim to just start adding instanced housing. i have a feeling if any changes are made to housing to redo it everyone would have to lose their house and start over.
Which is very unlikely to happen because I can imagine the blacklash about this decision.
If anything, they should make apartments scaleable in size. That should be enough to solve housing issue almost completely. There are 90 apartments in every ward and every subward, which makes for 15 120 appartments in total, and this amount is almost unlimited even for very populated servers. Yes, apartments don't have yard, but for the very least opportuinity of having big size room will give players an opportuinity to have somewhat a home to decorate, not 2 meters where you barely can walk.
If they did it right, they could implement a different housing system with minimal backlash.Which is very unlikely to happen because I can imagine the blacklash about this decision.

I'm thinking specifically of the ESO housing system where every house is a real world location, and every player in the game, theoretically, can own every house. So let's say that they made instanced houses like that in every zone that currently has housing for different purchase prices, and when they implement it, if you already own a small house, then your small house transfers to a deed for that small house in the zone automatically, and so on with medium and large houses.
Then they could let people purchase a house, theoretically, in every city if they wanted, and they could increase the limit on yard items since the game would no longer have to render the yards of every person in your neighborhood when you load in.
The down side is that the housing wards they do have are pretty nice, and those would be lost, though in theory the existing wards could also just be converted into FC housing only.
Add housing to Ishgard but make players actually have to build their home a bit at a time using crafting skills and maybe even earn their land plot in Ishgard through participation in the restoration sequence they added.
Add the instanced housing everyone's been crying for to be Sea of clouds. You get your house on your own little floating island all to yourself.
I wouldn't mind underwater housing in the Ruby Sea tbh...
Ishgard housing will come before anything i would imagine
