[bug] I did not receive the mount for 3,000 commendations

I submitted a bug report when this situation occurred (11/7/2019), for which I have not received any information. Also, I submitted a critical feedback report after many weeks of no response.

I had looked forward to this accomplishment for a year and was terribly disappointed when I was not give the mount reward. When I spoke to the NPC, there was no message indicating the giving or receipt of the appropriate mount. I have attempted to speak to the NPC on several occasions, but with no result.

I assume by NPC you are referring to Jonathas in Old Gridania? When you search through his offerings, it is not there? I am not at my PC atm to find the exact category, but I'll look when I get home for you for additional details.

Yes and No (the item is not in his inventory either). Also, my inventory was not full.
As mentioned, in the messages of given rewards, the mount was not listed.
Also, I had performed many google searches for an explanation or recommendation and I was not able to discover any information. I spent quite a bit of time with my inventory and character, trying to identity the cause and again, could not identify one.
It has been a very frustrating puzzle.

I'll dig around when I get home. I know it doesn't always remind me of the exact items it adds, but it does usually show up as an item I can claim from him, so I'll have to look.
You did verify the achievement activated on your achievements, correct? [In case the bug was it didn't flag the achievement]

Oh my gosh! I went back to Jonathan and saw the option "Accept Achievement Award" and the mount was listed and available. I now have the mount. I am surprised that I missed that option! Please excuse my ignorance! I had simply assumed that the rewards were all automatically given.
