A more precise depiction:
  • The initial implementation had glaring implementation flaws due to an unpolished or incomplete implementation.
    (See lack of mob turning mechanics.)
  • The mechanic is made situationally more difficult by those flaws than it clearly should be, which makes it doubly annoying to players when unable to make use of them.
    (See melee with a polemob-dancing tank.)
  • The devs make the working part work less well in the process of reducing the rewards for those who could handle all parts of the mechanic, often through other gameplay loops they found enjoyable, or their means of handling the mechanic, without fixing the parts that work poorly or not at all.
    (See reduced positional rewards in light of removing tools for 3-5 GCDs of free positioning per minute, such as via Fracture and Touch of Death on Monk, making fully dealing with the mechanic merely a matter of luck -- or button bloat on a long CD -- rather than an active part of their kit.)
  • Players then treat the mechanic like something kicked to death before maturity, because it is.
