A normal amount of enemies in those dungeons, in a placement that isn't exactly difficult for other ranged, especially dancers and later on white mages and scholars...

having to move for it is very likely more of a loss than just casting another blizz 1, but also also, thunder is for all intents and purposes a 230 potency skill (+ more from thundercloud) so you would need 5 targets for a blizz 2 that you already have to be in melee range for to beat multidotting until your mana is back, which lets be honest, isn't a very large amount of time. I'd call that pretty worthless honestly.
Except, at those levels, you don't have blizz 3, so yeah, you're having to cast at least one blizzard spell to shorten that umbral ice time.
