Able to accept lv 8 Main Scenario Quest while being lv 7 Arcanist

I am posting this on behalf of my wife. On a new character on Adamantoise she experienced the following things earlier this morning. She does not have a forum account associated with her FFXIV account.

■Class/Level: Arcanist lv 7
■Party or solo: Solo
■In-game time: Not sure
■Area and coordinates: 25.4 X, 16. 8 Y (Summerford Farms)
■Housing: N/A
■ Platform: PS4

■Steps:
1. Be level 7 Arcanist
2. Have all teleports from all ARR areas (escorted by a lvl 80) Not sure if this contributed
3. Accept MSQ lvl 8 from Staelwyrn
*Add more steps if necessary


■Connection Specs
- Type of internet connection/provider: In home Wi-Fi. AT&T Fiber Optic.
- Modem maker/model number: Not sure if this is relevant.

I believe that the older quests (ARR specifically) were more "in range of" that level, and not this is the minimum level. EX: A lvl 8 could be 6 to start, and level syncs at 10. I know in Shadowbringers, this is definitely not the case, but I believe that was a trend I noticed while leveling with older MSQ.

Does she have any crafter/gatherer classes which are higher level? That might affect it. They're able to complete ARR quests.

But yes, it also seems to be less picky about when you can accept a quest, though it won't let you hand it in until you're the correct level.
