That tells you if the enemy will attack unprovoked or not. If it is blue like that it is passive and will not attack you unless you attack it. When the symbol is red it means it is hostile and can aggro on you if you are near
The designs come in a few different styles (generally bigger = nastier, but there's also a special one for enemies that need to be 'caught' for a quest at some point) but the main thing to look at is colour, as Olyver said above.
The shape of those icons are supposed to be an indicator of an enemy's "difficulty", though as far as I've noticed the only ones that are actually accurate are those of hunt marks.
If there's a large level disparity between yourself and the beastie you're attacking, it'll have a partner when it retaliates. This includes neutral monsters.

It's also affected by whether you've got your companion chocobo out - withdrawing it stops the second enemy from attacking.
It seems like attacking an enemy applies a certain 'amount' of enmity relative to your power level, and if it's over 100% of what they can take, it overflows into the next closest enemy.
Did found that page but the icon I mentioned is nowhere. Unless I missed it twice, of course. Good page anyway.
