If groups just kick you outright for playing BLM, or you cant form groups because you play BLM, or if you matchmak and people leave because there is a BLM, that doesn't solve anything and it sure as heck doesn't help somebody improve.

You realize that's what the majority of the high end player base has been doing and SE has stopped us yet right?Just want you to take a second and think of what you said. Now think you are SE. Lets see if we can agree on a few things before going on. SE has tried to set the bar low, they want the game to be inclusive as possible, and they allow tools with a don't ask don't tell policy. Now imagine the very casual players SE tries to help by making the game easier in the first two points. Those players are being excluded heavily by a tool that is a don't ask don't tell. It might not even be that they are being excluded based on that alone, but the perception by a certain percentage of the players. Still following hopefully. Do you think SE would have to take some sort of action to continuing protect the much larger casual player base over the much smaller and using non sanctioned tools high end progression group.
I have come to the wish about meters and similar tools. Make the third party tools illegal and the sites that post numbers from them take them down. Have what they deem high end progression exclude any random party making. And give those people a dps meter and a finished number that they can screen shot. Once they deem those instances no longer high end with ilvl increase remove the meter. They have meters, they have recorded stats in pvp, and they seem to be able to hide meters. Included it with patches. They don't find a solution that some what works this is only going to get worse.

SE also seem to be a little more active, do they not? Maybe this will all simmer down to the status quo. But threads like this don't help, people in instances who don't know to stay quiet don't help, and streamers who should know better don't help either.
Solution for the whole parsing debate really isn't going to happen. Reason being the solution is for people to change. You have people that want end game content but refuse to acknowledge they need to improve. Often they're they ones using excuses like "I have a life/job/kid/etc...". You have people that queue into these things and just expect the rest of the group to carry them so they can roll on loot while they decorate the floor. Then you have the elitist jackasses that feel the need to knitpick over details and tell other people how to play the game while not even following the supposed advice they are giving out. Then you have those people obsessed with numbers because their only goal is to find an excuse to rub one out of their e-peen.
Something not specific to this game but games in general it feels like the skill level of the average gamer has decreased in the past 20 years. I don't feel like its an issue with people having a life or time. I feel like its a problem with people in general coupled with gaming companies dumbing things down to appease said people once they realized games had gotten to a point on consoles that developers can patch and change things after launch and shifted to crying "NERF PLZ!" when they cant clear something rather than before when their options were get good or go home.

People only risk their own accounts for being ass hats on stream, and he wasn't even banned for parsing, he was banned for saying fuck.
The issue isn't the parser, the issue is people don't improve.
If they didn't ban all parsers when it first started happening, it won't happen now.
