Can't get NPC Jaquoinie (Mission Quartermaster) to talk to me

I need to get some Airship Steel Spoils and Aurvael doesn't have a quest for me and wont talk to me. And Jaquoinie wont talk to me. Was this feature removed from the game? Everthing I've read on google says all yhou have to do is talk to Jaq and buy a ticket and you're good to go?

Diadem has been removed for the present because they are redoing it for Ishgard Restoration, it's going to be a gathering only place, from what I have heard.

Spoils are currently available from the Ishgard Reconstruction shop in the Firmament - along with anything else previously acquired from the Diadem, like the Pegasus mount and minion.

If you haven't unlocked the Firmament yet, there's a quest near the aetheryte plaza.
