Unable to update the launcher "Boot Error [11035]"

Since the maintenance on christmas I'm unable to start the launcher. "The updater couldn't start [11035]"
I already tried some of the solutions from others like deleting the folder in user/documents and setting it to w/r.
I also tried setting the boot.exe to admin.
I did not reinstall the game since all of the solutions I found said that reinstalling didn't help at all.

I don't use any mods.

Fixed: I started the launcher while my computer was in safe mode with networking. The update was installed without complications.
I don't know how to close this so....
