If adding a roulette isn't viable, another option would be to apply the Echo when entering a deep dungeon solo or with less than 4 players, similar to how the Echo was added to Eureka to compensate for there being far fewer players after it became old content.

4 players: No Echo
3 players: 30% Echo
2 players: 90% Echo
1 player: 200% Echo
