The problem is that there is no way for a new player to get to those floors without passing through that "dead" content first. You need to make it through the first fifty floors of PotD, not only to access its higher floors but also to unlock HoH.

If a roulette isn't viable, the only possible alternative might be to allow a 'fast track' start at 51 as soon as you unlock PotD, but that would come with its own set of issues such as:
- utterly killing any chance of getting a matched party for the earlier floors
- subsequently blocking the ability to see the attached storyline and resolution to Edda's story
- affecting the requirements for unlocking HoH, if not also changed
