DX11 Errors - Japanese popup erro - Can't downgrade DX or play game in any fashion

Can't launch the game even after reinstallation - DX11 Errors - can't downgrade DX11 to play the game - effectively can't launch the game nor play it on laptop.

Steps:
1. Last used laptop Sept 12, 2019 with FFXIV (Offline since then)
2. Tried to update and got errors - kept updating still got errors then it worked
3. DX errors with japanese writing starting showing up.
4. Read FFXIV forums of the 47 pages of same problem from JUN/JUL 2019
http://forum.square-enix.com/ffxiv/t...-errors/page47 told me to create a ticket - followed instructions
5. Updated Windows 10 (Minor updates) - Didn't resolve
6. Updated Nvidia Drives - Didn't resolve
7. Attempted external monitor - Didn't resolve
8. Uninstalled game completely
9. Reinstalled game (~50 gb download - not doing it again) Did NOT resolve
10. Unable to play game
11. Logged ticket in Bug Reports as I was told by community managers
12. Waiting for SE staff to help resolve at this point - stopped playing game for now

Note: This computer had drive wiped and reloaded with fresh build of Windows 10 with all updates in August 2019 (Prior to SEP 2019 and played FFXIV and it was working then).
