Do you delay your TA's until a dps window starts (ie, during tank busters, or in downtime between boss mechanics) so that your entire team can take advantage of the buff? Or do you use it as soon as its off-cooldown, even though it is during a mechanic heavy time? Will the increase in rDPS compensate for the loss of pDPS? Is there even a loss of pDPS?

Generally speaking you just always use it on cooldown, but beyond that its all very very fight specific in terms of what portion of the burst might be lost or delayed. So don't worry about it and use it on cooldown until you start noticing precisely where its going to need to be moved. Iirc there is one place you hold a TCJ differently for example because of the add phase in Eden prime even tho it permanently moves it out of trick for the rest of the fight.

Use it on cd unless it's going to be wasted on boss being untargettable or you're coming back from transition and will be doing a re-opener. It's everyone's responsibility to keep their uptime and continue rotations even while doing mechanics. Occasionally mechanics may require tanks or a single melee to disengage completely, but 1-2 people missing the window, is less of a loss than losing an entire TA cast overall due to delays. It's not about your pDPS, but rather rDPS lost from unsyncing the cooldown from other things and potentially losing the number of uses over the fight's duration.

I just follow the opener then use it on cooldown after that (Unless it would get cut short by the boss going untargetable).

Assuming everyone else is also using their skills on cooldown it's naturally going to align with the burst windows of others to a degree.
