As far as I know, there's no region block or ip block (save for the special region like china and south korea which have their own version of ff14)
so you should be able to play from anywhere to any data center, (it may be wise to enable security token, so you wouldn't need to problem yourself with suspended account because of login from different region)
depend on the location, you might experienced some latency issues here and there, (should be easily fixed with a little investment in vpn if you really need those low latency for raiding)
another thing worth mentioning is the currency for billing payment, your billing will still using your usual currency tied to your account (if you have NA account, and move to France, you still need to pay using USD instead of EUR) so be prepared for some currency rate calculation. Don't worry about your actual location will be different with your account region, those player in "unsupported" country have been play well with this difference, so it should be fine.

As a heads up, the ping will likely be difficult to adjust to if you decide to stay on one of the NA servers. I'm from the UK and started out on the NA servers - I adjusted to the ping. Having finally made the decision recently to move over to one of the EU servers I've found that the difference is night and day. Loading screens are instant. I have much more time to escape AoE's. I can play MCH without abilities not registering. It's pretty great.

As an aside, you only need to purchase one server transfer and you can move up to eight characters over at once.

Only if they are on the same home world. If they are on different ones you have to pay for each homeworld transfer

You don't have to move, but if you want decent ping you really should. My gameplay changed completely when they put in EU servers and I moved.

It has to be a move from a congested world to a preferred world. Otherwise it's not free

I think Finland is much further distance wise than France, from the US datacenter.. and I played there for some time before moving back to EU and I had fairly decent ping(all this was before Copied Factory though). I guess it also depends on ISP.
