ff14 boot error 11003

can any one help me with the ff14 boot error 11003 i have tried everything from switching firewall and antivirus off and looking at setting changing boot setting in my games file and also looking for solutions on lodestone web pages and so on and even changing DNS and still my boot launcher started to download but is very low but my internet download and upload speed is fine the boot launcher mostly stay at 0.00mb but some times jump to 0.12mb but then back to 0.00mb and then when the blue bar is half way i get the error i even resinstall the game and also my antivirus after when it still do anything and it was working fine last night when i was still playing.

Are you connected to the router directly or are you using WiFi? Additionally is the game application allowed through any anti virus programs and fire walls?
