Well, having a sense of build up doesnt mean you have to rely on RNG like AST does. But even then, AST back in SB had several tools to contour its RNG. You could hold cards, royal road them or minor arcana them, which meant that each draw could be made into something useful even if it wasn't
Balance. You still have choices that served to help make the most of what you had. When stars aligned you would unleash a very potent buff, but when they didn't you could still make use of your cards.

I don't think SCH would suffer from a more intricate process to unleash its stratagems, especially if that process granted smaller benefits along the way, ultimately culminating in a big debuff on the enemy.

There was another thread with a different SCH rework that had a pretty interesting debuff system which used a pretty complex combo of spells to extend and empower the debuff effects applied on a target, giving you the choice of wether to use debuffs that would increase damage taken or reduce the target's damage done.
