NPC Martyn missing

So i just logged in after the game updated to patch 5.15. I switched then to my blue mage to start the new quest "Into the Blue Again", but when i went to the location to find the npc Martyn on Ul'dah - Steps of Thal (X:12.5 Y:13.0) he was missing. I can see other people starting the quest but for me he is not there.

-I've done all quests up to level 50 and the extra quest for the carnival
-I've done the quest "Litany of Peace",
-I've looked up to see if there is an option to hide npc's, that I might have turned on but there was no such thing.

Sounds like culling. It’s likely that there’s a lot of players surrounding the NPC, which is causing him to become culled on your screen despite still being there. You can try to tab through the players there until you reach the NPC.

I don't think that is the problem since i am on Louisoix server and there are barely 10 people around the npc. I can see the npc next to it that gives the quest "Turning over a blue leaf

I just found out what is the problem.
I haven't done all the stages of the carnival to pick up the Job Quest, that will unlock the quest to the missing NPC.
