My legacy mark shows through the cutouts now, so they appear to be transparent now:

Before the patch, the legacy mark was not visible through these cutouts.

Further here's what happens to the cutouts/stockings when looking at them behind glass (or looking at them through the surface of water):

They disappear. It seems like they can't show another transparent effect while its behind another transparent effect. This is why they warned in the patch that it could disappear in certain situations.
