Instead...

- Worlds that are populated with the maximum allowable characters will be fixed and locked.
- Locked Worlds cannot be selected as a transfer destination.
- As well, all players in locked Worlds will no longer be able to apply for World transfers.
　For this reason, we recommend that players complete their World transfer applications in the First Stage.

That's mean, for example, there is a person from Sarnoia, and did not applied for transfer. Once Saronia target server, Sagatanas is fulled, BOTH SERVER WILL BE LOCKED. Thus automatic transfer from Saronia to Sagatanas


PLUS Dev have explained mutiple time, the forum have beaten this topic to death.

I've found the information I was asking for. It proves that I was completely wrong, so my apologies:

It’s hard to explain, but if you want to keep your character on the World you are currently on, then you don’t need to do anything (if there happens to be duplicate character names, we will ask you to make changes however). You needn’t worry as you are not going to get kicked out from the World automatically or be forced to move.

I'll be editing previous post (not deleting...) in order to emphasize the fact that it is wrong information.
