Shadowbringers house of splendors missing

I'm facing a bit of a conundrum here. I've reached Lv80, completed the 5.0 MSQ (but not 5.1 MSQ yet) and unlocked both Eden and Copied Factory. I want to use my tomestones to gear up for the raids. But I can't find the NPC to do that! According to information I've found he should be in Eulmore (X:10.3, Y:11.9) but he's not there. Not even to tell me he's not open to business yet. What do I need to do to spend my tomestones? I've checked every region of Norvrandt and picked up all the available quests. I've completed The Twinning, but not Akadaemia Anyder, Eden or Copied Factory yet.

The crafting part of the house of splendors is missing as well. According to Garland database the quest to unlock it (The Boutique Always Wins) starts with Mowen in Eulmore (x:11.5, Y:10.8), but he's not there either. I've completed both of the prerequisite quests and have crafting classes at level 74-78, but can't find neither hide nor hair of the NPC.

Is this bugged somehow or am I missing some requirement that should be obvious but somehow isn't to me?

This is probably not helpful, but I'll ask just to be absolutely certain...

You are checking on the top floor of Eulmore, right? They're all on the top floor (the floor with the Aetheryte).

I'm fairly certain that the only requirement for the tome guy is completion of the first lv80 dungeon (Amaurot), and you've definitely already done that.


For the house of splendors, I have two questions:
- Are there scrip NPCs available in the Crystarium?
- Have you completed a lv80 DoH or DoL role quest? I don't recall if the Eulmoran splendors opened until I finished one of those role questlines.

... thank you. I knew I was missing something stupid like that. Most sources I could find gave only the coordinates for the NPC, and Garland data said "Eulmore - The Buttress" so I was looking for him on the bottom floor.
