Partial Fantasia

A fantasia potion is pretty expensive , especially if you only want to change skin and eye color, and not race and gender. To have a way to change those without having to full fantasia would be very nice.

It's probably not possible. Fantasia just gives you access to the character creator menu to edit your character again.

They'd probably have to build a separate system to handle it, just so they can charge you less money. It seems very unlikely they'd do that.
