Unable to launch Shadowbringers dx11 after fresh Windows install

This error displays in Japanese, despite my launcher being set to English. This happens after typing in login information and clicking the green Play button from the launcher.

I've had FFXIV installed via Steam for over a year to my storage HDD. I recently reinstalled Windows 7 on my boot drive and since this, I have not been able to launch the game successfully.

Troubleshooting so far:
-Uninstall and reinstall of FFXIV to the same HDD it had been on previously (E:\)
-Uninstall and reinstall of FFXIV to the primary/boot SSD (C:\)
-Uninstall and reinstall of Graphics drivers, newest version.
-Rollback to exact same Graphics driver version I was using before the reinstall.
-Verified monitors are set to run at 60hz
-Launching with only 1 monitor plugged in (instead of 2)
-Disabling Steam overlay
-Enabling GPU scaling (typically off) in the Radeon graphics settings
-Uninstall of the mobo Audio Drivers
-Reinstall of the mobo Audio Drivers

-"Clean boot" with no additional Startup options selected, all devices unplugged apart from 1 monitor, mouse, and keyboard.

-Compatibility mode for Windows 7 applied to ffxivboot.exe, ffxivboot64.exe, ffxivlauncher.exe, and ffxivlauncher64.exe, tested all separately and all together.

-Deleting the FFXIV.cfg and FFXIV_BOOT.cfg files to allow new files to be generated

-Tested multiple standard Windows themes: Windows 7 Aero, Windows 7 Basic, Windows Classic
-Enabling "Turn off all unnecessary animations (when possible) in the Ease of Access Center
-Disabling Transparency in the Window Color and Appearance section of the theme.

-Tested with the old 5.0 launcher and the new 5.1 launcher

-Disabled anti-virus (Microsoft Security Essentials)
-Disabled Windows Firewall

Hello,

Yes, Windows was reinstalled just before the crashes began. I have been experiencing this issue since the reinstall, which happened on 11/30. I attempted for a week to resolve this via old forum and reddit posts, but haven't been able to find a resolution still.

I believe my issue has been resolved. On another similar thread, a user mentioned installing the C++ 2015-2019 redistributables in both x86 and x64. After doing so, I was finally able to launch the game and played a few dungeons without any issues so far.

For anyone else that comes along with the same thing, these are the lines I was missing from the Install Information section of the System Information:
