I really like this idea.
It could be easily tweaked into many different alternate versions of the same idea like;
"Complete X amount of FATEs in [Zone] or [Region]" (which is similar to blocking them by expansions)
and/or
"Complete X amount of [type] of FATEs" (kill monsters, kill boss, defend objects, escort, etc.) would also make for an interesting addition.
