Yoshida gave an example that if they made Blu a full on job then parties for raid and what not would then have stuff like "you must have so and so skill to join as blu," and beastmaster would be on the same boat as you would need to tame and train your beasts. A working full on bluemage job would basically have to loose the learn aspect and have you learn via level like all the other jobs, you could "learn" via like job quest or maybe they could have "learn" as an actual skill that just pulls a random skill from a small pool of skill but it just wouldnt work like how it does now. So yeah full job Beastmaster would have to learn its skills via level, then have maybe it would couple set beasts you can call into battle similar to SMN more focused around your weapon with the beast aspect just being tagged on.
Can call them advance jobs and have plenty of "warnings" in game that they require more effort to get up and running compared to standard jobs. Sure it might not be "fair" but it would be up to the player instead of the devs deciding for us.

Also you already have required spells to run the "new" blu content so that excuse is even more debunked now.
