I've read that it's likely the NTT node again. Which is unfortunate if it is because this happened in SB and persisted for like a year and a half without resolution

That is exactly what it is. I am observing it STILL going on right now with pingplotter. It was nice while it was gone but since it came back now expect this to happen on most days during north american primetime.

The only fix is to use a VPN since Square Enix and NTT won't talk to us about it.
