Bard skills missing?

You have failed to keep up with your job quests.

You seem to have the Main Scenario Quest guide enabled in the top left corner guiding you along the MSQ. It should also have your next available job quest listed under the MSQ listing (unless it's a separately disabled setting).

The guide element in the corner there should open a map to lead you to the quest giver if you click on the quests, I think. This way, when the quests are available, if you don't recall where the NPCs left off, you can check for a reminder.

I'm in a similar situation and just wanted to make sure I haven't missed something...

I'm a 57 BRD and currently missing Wanderer's Minuet. The guide linked in this thread suggests that I'll get it from The Stiff and the Spent which is my 52 BRD quest... But I don't seem to have that available yet, and the quest-giver appears to be located in Ishgard - which I do not yet have access to.

Looking at another guide... It looks like I need to complete all of the Seventh Astral Era quests before I can get to Ishgard. Does this sound right?

Yes, that is correct. Until you get to the MSQ Quest “Coming to Ishgard”, you will not have access to the city-state. Furthermore, you cannot undertake any job quests after your level 50 job quest until you complete the MSQ “Before the Fall”, which will be the end of the Seventh Astral Era storyline.
