Sanana can indeed be found in Tamamizu. Shes there to help with a custom delivery client. If you havent unlocked said client, she doesnt have a reason to be there yet. To get to her, first unlock M'naago(in Rhalgrs). Then make sure youve done the ruby princess quests. And finally, the actual unlock quest will start in Kugane rather then Tamamizu.

Ah ok already got Princess quests done, did not know about M'naago or Kugane. I guess they expect players to do every quest in each area which I tend not to do as frankly the rewards are not generally worth the time.

Its not that they expect you to do every quest, its that the custom deliveries are kinda set up in a series. To get to the 3rd step, you need to do the first two. Sanana being tied in to that may not have been obvious before hand.
