

Yes anatman still remains to be VERY niche. I have only found it useful when I can't reach the boss and I still have Twin buff remaining. If I don't have twin buff up then no big deal just pop Form Shift and back into Shoulder Tackle > Twin. I really think anatman needs to be oGCD so that we can weave it during Perfect Balance phase.
Personally I would do this:
Anatman
This skill does not share recast timers and instant cast. 30 sec cooldown
Allows the monk to center themselves and increase the max amount of time on Twin snakes buff past 15 seconds.
Adding 30 seconds to the timer with any time remaining on the timer being added together.
Twin snakes skill adds 15 seconds to the timer as usual maximum twin snakes buff cannot exceed 60 seconds
THIS is what I could get behind! Allows me to weave it RIGHT after twin snakes. Getting me around 45 seconds of twin snakes buff. This would help with getting through the Perfect Balance burst phase if weaved right before twin snakes dropped.
It seems GL is gone, but twin snakes took it's place and has been reminiscent of Storm's Eye buff or Goring Blade DOT. Being so razor thin in reapplying the twin snakes buff with a VERY tight rotation following the Perfect Balance phase.
We need to be able to weave anatman to make it useful SE. Form Shift still undermines Anatman, for the love of god don't touch Form Shift. Do something akin to the above! And monk will be butter smooth
