Except it wouldn't be the same and would be far more frustrating to use. Remember, during Requiescat, you get 5 GCDs which are limited by your MP. Confiteor just replaces Holy Spirit in the last cast. The only reason Confiteor gets rid of Requiescat is so that you cannot spam Confiteor throughout the duration.
With Tornado Kick and Riddle of Fire, you do not have a specific number of GCDs you have to use, it is (theoretically) completely dependant on skill speed. This then causes the issue of, can I get another GCD in before I tornado Kick, if I can get one in, will the delay cause me to miss the Tornado Kick, or should I cut it short for Tornado Kick etc. It just turns into a guessing game as opposed to Confiteor where you always use it in the same place.
