Delrium should have been something like infinite mana for 10s, or grants 5 stacks of dark arts (so 5 free edge/flood of shadows).
Either that or it should have kept its blood weapon interaction, drk being the tank with a high uptime haste buff made it stand out a bit more.
Onto War though, honestly other than eye not applying on mithril tempest, I think its pretty fine. The damage difference between it and the other tanks isn't very large. Only thing I would like to see for WAR is it going back to how it was in like 4.1? Before the IR change. I don't think there's really a way to make WAR more engaging outside of totally revamping how its played.
