Frame Limiter not locking framerate correctly in dx11 borderless and windowed

Hi

i just did the steps above unplugging literally everything apart from my mouse and main monitor and everything stayed the same
Same as before

Please assist

I can see similar issues with other people be it in the forums http://forum.square-enix.com/ffxiv/threads/369828
Or in outside threads but no answer

This also is only happening with ffxiv, everything else is locking fine with ingame limiters with 0 issues

Upon another look it would seem the framerate values the limiter is capping to are 1/3 of the set values rather than 1/2 for example
40 instead of 60 out of 120

Putting this here in case it is relevant
Still awaiting assistance, please help
