    Why not have the afflatus skills be oGCDs then? You could weave them in with other spells. Glare weave into Solace or Misery weave into Medica. The pause between two instant spells always felt jarring to me. Your character just stands there for two seconds breaking the flow of casting.

    Because that would overpower WHM (who is already decently strong insofar as free hps) without helping any of its issues (such as lack of weaving space).
