Dancer seems largely intuitive but I have two questions about the job.

1. Should standard step be used on cooldown, or should you try and refresh it shortly before the buff falls off?

On CD! With a full potency of 1000, Standard Finish is your second best attack! (second behind Technical Finish (1500))

2. When flourishing, should you use your aoe procs from flourish to fish for fan dance procs on single target, or ignore them and only use your single target procs? What about the single target procs in aoe situations? Is it better on average to fish for the fan dance or just to let the procs fade?

You don't let them fade. Those are massive DPS you would waste. The AOE-Spells are still very good against single targets, especially because they hit with full potency for the first target.
