So the message is correct, but lacking the information that I will still receive white ones even if I capped yellow.

Yep. You get 40 white, 196 yellow without a bonus star.

If you were almost capped on both scrips the message would tell you that you wouldnt recieve the full amount of either. Basically its telling you what to spend to get the maximum reward for the turn in.
